Seems odd this “should have done” is directed at Trump when WHO was on the ground at the time and could have confirmed what was or wasn’t going on at the time.

Then explain it. Why so much criticism of Trump when the WHO had people on the ground, said there was no world health emergency until January 30, and did not recommend a travel ban?
Why wouldn’t there be ten times as much criticism of the WHO instead of Trump, who actually had (obviously on the recommendation of our experts) to disregard the WHO to do the right thing?
