I’m exploring the strength of the court opinion you posted.
Taken at face value, that the effectiveness of the threat is irrelevant to infringement.
So if CNN retracted it’s coverage of Trump after he criticized it and said watch what happens then this was infringement on their right to mischaracterize his position.
This is a trivial example and I don’t think this is infringement. But it does illustrate that there is more meat to infringement than any threat whatsoever the government make to coerce.

I’m in agreement with you on that. That won’t stop people on left and right from continuing to do it.
I note that you are also one of those who, like me, rarely does this though.
Iraq and Afghanistan taught me just how uninformed people really are, especially after they “research” it on the internet. At best, they do nothing but find opinions that they already agree with. It goes much farther than my wars.

This is a threat to NBC to alter what they are publishing.
There is a bar somewhere for the level and clarity of the threat. It may be that the Covid disinformation threat meets that bar, but it is not a given just because “government” is asking for them to do it.
Well if it’s fake the answer is the SVR.

Another reason this fake document might have been released…it changes the official timeline of the operation so that it started AFTER some key events most people would have thought would be part of the operation…most notably Trump’s attempts at real estate development in Moscow.
Makes the real estate deal “look” legit even if it was not.
It could also be faked just to gin up anti-Trump sentiment but there’s nothing major going on right now…so why would this help Dems or any Anti-Trumpers now?
Anyhow…lots of reasons to fake this. I’m sure people can think of some more.
