The power of the legislature is to write law, pass budgets, etc. Those laws and other mandates created by the legislature then go to the executive branch to enact. The legislature has oversight powers to ensure those laws, etc are being lawfully enacted.

Pretty much everyone.

Oversight is an implied power of any legislative body - because such a body needs to be informed on how the laws they pass actually work in practice. This was not unknown to the Founders. It’s not explicitly in the Constitution because it didn’t need to be.
