The power of the legislature is to write law, pass budgets, etc. Those laws and other mandates created by the legislature then go to the executive branch to enact. The legislature has oversight powers to ensure those laws, etc are being lawfully enacted.

Example. IRS. IRS is part of executive branch (part of Department of Treasury). Congress writes tax code which goes to IRS to enforce. Necessary and proper clause gives Congress the power to monitor IRS (oversight) to make sure their enumerated power (taxation) is appropriately performed. This includes inspection of individual tax returns to verify the tax code they passed is being properly enforced.
