A civil servant can’t be fired without cause. But senior appointed officials can make policies very clear. Not following those policies would be insubordination and would be cause.
The trick is to get the right people in policy setting appointed jobs. Trump seems to have that down this time around.
I’m hoping that a lot of these fedgov workers become more productive, knowing there is more common sense at the top and they don’t have to adhere to all of the “they offended they/them!” witch hunts.

Trump’s return to power is the greatest political comeback in American history. He overcame political opponents who tried to imprison him, bankrupt him, remove him from the ballot, and make him politically irrelevant by introducing a partisan committee to investigate January 6 — and whose inflammatory rhetoric created a ripe environment for two assassination attempts.
Those expecting Trump to suddenly become more presidential will be sadly disappointed. They will froth at the mouth with every non-presidential tweet. Norman and I will be loving every minute.
Those expecting rapid action on fulfilling promises might be pleasantly surprised. And as an added bonus, they get the pleasure of watching LIBs froth at the mouth.
