No it wouldn’t, because no crime was committed. Display of a hangman’s noose on its own without intent to intimidate is not a crime (although it would be if legislation now under consideration is enacted.)

Besides, as I said, the word used by NASCAR, Wallace, and the FBI is “noose,” not hangman’s knot or hangman’s noose. NASCAR said there were 11 pull ropes with a loop on the end and one, this one, that was a noose. But even if it was a hangman’s noose, because they determined that the knot had been there for at least 8 months, and not tied to intimidate Wallace or anyone else, there was no crime.

Why should he have to? He knows, that now that he knows, that everyone knows his remarks were based on misinformation that has now been corrected. Why are you so upset about an emotional statement that was made prior to knowing that it was not a racist act?
