Actually, it is done by candidate. I used parties in the OP, but the transfer votes are done to individual candidates.

the constitution guarantees a republican form of government, not party preferences. one vote one person, not one vote and several alternate votes.

I can see that. But, petitions also work a little like that.

i can see why leftists like the idea, every leftist whacko who votes green or cpusa would have their 2nd choice a democrat, and probably 1/2 the libertarians and a lot of anarchist trash.

The courts have found the question of exactly what constitutes a “republican government” as mostly non-justiciable under the political question doctrine.

It’s no different from run-off elections.

a run off election is the result of a jungle primary. you go vote for one candidate. if none win, you go vote for one candidate in the general.
