The last legislative elections were held in 2006. From wiki:

The election was not unanimous (Hamas won their majority of seats with a plurality of about 45.5% of the vote) and I bet the constituents, whether they voted for Hamas or not, were not consulted before the invasion took place. Some Palestinian civilians probably share the responsibility, but I would say at least half are no more responsible than you are for Biden’s actions.
But of course, this has little to do with point in the post you replied to, which was: How does a peaceful unarmed civilian Palestinian say no to a group of armed Hamas terrorists who want to use their house as an OP or to launch rockets or even just hide out?
