From the article in the OP, policy has changed, and now they’re no longer trained to bite:

To me, that’s just more spaghetti-armed wokeness. What’s the point of having a barking dog in these situations? Dog should chomp down until the handler orders it to release.
But to the point of your question, it shouldn’t be the handler’s fault that the dog bit. That was the whole point of having the dog there that day.
Absolute travesty.
