That all depends on what your goal was initially.
Consumes will always bear the cost but if that short term pain leads to fair and free trade in the future they will also get the long term benefit.
Producers tend to be the ones that bear the price in the long run as they either have to learn to compete on that level playing field, produce something else or get into a different business altogether.
