Suicide by car bomb that doesn’t involve killing other people seems a bit of a stretch.
The Provos used to phone in warnings of their car bombs before they happened in Northern Ireland during the Troubles. The intent was to still to cause terror.
The building in NYC, in your article - I went to High School a couple blocks from there.
That building was incredibly secure - armed guards, endless security cameras, and a lot of bollards and barriers.

The blast knocked out AT&T service in a large area. I doubt that is a coincidence.
Previous reports are that AT&T facilities frequently house an NSA connection:

There are reports of gunfire in the area no long before the blast, and there are reports that human remains have been found at the site.

According to one commentator, the blast may be part of a covert war:

Exactly who is fighting any war and who is the target are not clear, but my observation is that the blast has all the earmarks of a professional attack.

I can’t be the only who is remembering the “I am a 10 second bomb, I am a 9 second bomb…” from Starship Troopers.
Certainly some sophistication and a lot of preparation.
The FAA has classified area over the blast site as a “National Defense Airspace”, which allows use of deadly force:
My observation is that the size of the explosion was large, but not nearly as large as it would likely be if the RV had been packed with explosives. If you doubt that compare the damage from the site to that of the Oklahoma City bombing.
It is possible that the damage to the communication equipment came from an EMP device, and the explosion was simply a way of destroying the evidence.
