Cheap labor is a drug the US cannot seem to quit, we have been addicted to it since our inception. First slaves, then sharecroppers, then asians, then children, and now latinos.
The longer they do nothing the longer they can enjoy this cheap labor. And if you don’t pay them? Well, who are they going to complain to? Hell, the undocumented are prone to being attacked and raped as well, but cannot seek help.

Reminds me of a sleaze we have in Detroit, Matty Maroun. He owns the bridge from Detroit to Windsor and it lands in Windsor right inside a neighborhood. Takes forever to get to a freeway. So Detroit and Windsor agree to build another bridge from one freeway to another, great for truckers.
Maroun files every lawsuit possible, funds several voting initiatives focused on stopping the bridge, and has actually delayed its construction for almost 2 decades. In the meantime he’s got the only bridge.

I get your argument, and perhaps you don’t make this argument but I hear from Conservatives a lot saying that undocumented immigrants are breaking the law and no matter how bad it is where they are coming from, the law is the law and they must leave.
If the law is the law, doesn’t that count for businesses who hire them as well?
