Congress is required to remain in session, Congress is not allowed to adjourn. Senators and Representatives are required to stay on the job (with no pay) and sleeping bags will be provided. They are required to remain either in their office, on the floor of their house, or in negotiation meetings. Meals will be provided (MRE’s). Only 2 ways to be released from confinement: (1) pass legislation and the President signs it into law, or (2) resign from Congress.

This is the key to your proposal, in my opinion.

And it’s much needed.

#1 No back-pay for furloughed employees. The government shuts down, you stay home and you don’t pay for not working.

#2 No more making “Essential Personnel” work with no pay or delayed pay.

FBI? Go Home. No work no pay.

CBP? Go home. No work no pay.

Dept of the VA? Go home. No work no pay. No cutting checks to veterans since there is no funding. For VA hospitals providing inpatient care. Sick patients are transferred to civilian hospitals and the VA foots the bill for transportation and and emergency care once their funding is approved.

Federal Prisons? Go home No work no pay. The prisons can have operational insurance whereby the employees are sent home but the insurance provider can hire them as part of the policy to come in and provide food to inmates, MRE’s would do fine. Inmates remain locked in their cells 24/7 until staff returns.

Social Security Administration – Go home. No work no pay. No cutting checks since there is no money.

Customs and Border Patrol? Go home. No work no pay. Shut down the ports of entry for commerce and lock the gates on the borders. No patrols.

FDA? Go home. No work no pay. No food inspections.

DOD Civilians? Go home. No work no pay.

Active duty Military. CONUS based, Go home. No work no pay. No ships can deploy in anticipation of a shutdown. Deployed ships end operations function and post only watches need to keep the ship functioning and food in the galley. Basically the same for oversea deployed land forces, pull back into a defense position and food preparation allowed.

Parks and Monuments? Go home. No work no pay.
Etc…
Etc…

IIRC certain hosts had a visual clock on their show to show how long the shutdown had gone on for to the second. I wonder why they’re not doing that now.

I don’t think you know what the term means. Very few people in private industry are considered essential.

I have proposed a Constitutional Amendment that would establish biannual budgeting and would eliminate the possibility of government shutdowns.

Short of a Constitutional Amendment, nothing can be done to foreclose the possibility of a shutdown, since both parties are more than willing to use appropriations as a hostage to their partisan goals.

Who have you made this proposal to, except to those on an Internet forum?

I have discussed proposals of this kind and other kinds in the several political lobbying organizations I am associated with and have discussed it directly with several Congressmen.

Add this: Congress and the president don’t get paid, they don’t get stipends, and their insurance is suspended during any shutdown. Also, they can’t use any resources afforded to them by their positions until re-opening.

Forget not paying people if a budget can not be passed in any year it triggers a presidential and Senate election. Within 6 months.

And why did you exempt the President from your Legislative hostage-taking? He’s the one who vetoes the budget and causes the shutdown in the first place. Surely he should be marched to the Senate Floor, provided with a sleeping bag, and give a candle-lit MRE dinner along with the rest of our law-makers.

Because the President doesn’t “adjourn” and leave town like congress has done during this shut-down. The President can’t approve or veto legislation until passed by the Congress.

If the President does leave town, he leaves on Air Force 1 that has a full communications suite. If Congresses pass legislation then that legislation can be transmitted to AF1, printed and signed by the President in seconds. Congress on the other hand must have a quorum present to conduct business and be physically located in the Capital Building to pass legislation.

(On the other hand I have no qualms about locking the President in the Oval Office, give him/her a sleeping back and feeding him/her MRE’s until Congress passes legislation.)
