If the government is going to shut down, then shut it down with the pain prevent this kind of political posturing.
#1 No back-pay for furloughed employees. The government shuts down, you stay home and you don’t pay for not working.
#2 No more making “Essential Personnel” work with no pay or delayed pay.
- FBI? Go Home. No work no pay.
- CBP? Go home. No work no pay.
- Dept of the VA? Go home. No work no pay. No cutting checks to veterans since there is no funding. For VA hospitals providing inpatient care. Sick patients are transferred to civilian hospitals and the VA foots the bill for transportation and and emergency care once their funding is approved.
- Federal Prisons? Go home No work no pay. The prisons can have operational insurance whereby the employees are sent home but the insurance provider can hire them as part of the policy to come in and provide food to inmates, MRE’s would do fine. Inmates remain locked in their cells 24/7 until staff returns.
- Social Security Administration – Go home. No work no pay. No cutting checks since there is no money.
- Customs and Border Patrol? Go home. No work no pay. Shut down the ports of entry for commerce and lock the gates on the borders. No patrols.
- FDA? Go home. No work no pay. No food inspections.
- DOD Civilians? Go home. No work no pay.
- Active duty Military. CONUS based, Go home. No work no pay. No ships can deploy in anticipation of a shutdown. Deployed ships end operations function and post only watches need to keep the ship functioning and food in the galley. Basically the same for oversea deployed land forces, pull back into a defense position and food preparation allowed.
- Parks and Monuments? Go home. No work no pay.

Congress is required to remain in session, Congress is not allowed to adjourn. Senators and Representatives are required to stay on the job (with no pay) and sleeping bags will be provided. They are required to remain either in their office, on the floor of their house, or in negotiation meetings. Meals will be provided (MRE’s). Only 2 ways to be released from confinement: (1) pass legislation and the President signs it into law, or (2) resign from Congress.

Bet under these rules they wouldn’t dare NOT do their jobs.
