A decline in birth rate is seldom sufficient on its own to achieve the rate that is necessary to produce either a zero population growth or a decline in population. That takes the authority of government to achieve … like China attempted.

Very good. But I assume that also assumes that the public remains vigilant rather than become complacent as cases diminish.

Birth rates in the EU are low with the average woman having 1.6 children.
(it ranges from 1.26 in Malta to 1.90 in France).
Europe is aging:

Fine, but the population of the EU is less than 7% of the world population.

It is not the same for most of the western world? For most of the developed countries?

Instead it is being put down to three key factors:

  • Fewer deaths in childhood meaning women have fewer babies
  • Greater access to contraception
  • More women in education and work
