It also seems to me the assumption that all civilizations will strive to ‘advance’ to cosmic star gazing and eventual interstellar travel is wrong.

There is no requirement that all life forms seek to ‘advance’ in the same manner as humans.

There may be advanced cultures who are genetically predisposed to strive for steady state, for example, and so never progress to more and more technology.

Especially if they evolve in a natural environment where there isn’t as much scarcity as there was in the savanna.
