Delete the drug crime from the statistics. Back then drug crime greatly - GREATLY - skewed the statistics. And in responses, NYC didnt eliminate the drug activities; it simply declared much of those crimes not crimes. So it appears to be less criminal activity now.

This is all nonsense. I’m looking at violent crime rates.

You might be surprised to learn, but my community is almost 25 times larger than NYC. Oh, and the violent crime rate is about 1/4 of your rate.
