It would be gone if not for Manchin. In fact, many Democrats are demanding that the parliamentarian in the Senate allow an amnesty bill and she should be ignored if she does not. Manchin has said he will not allow this to happen and, even if the parliamentarian said this were allowed, he would vote against an amnesty before the border was secured.
