There shouldn’t be need to “send back” if they aren’t allowed in to start with.
We should expect Trump to implement it properly starting in 2025.

Two million would have been for his entire presidency. Remain in Mexico was only during his last year.
That was from Jan 2019 until Jan 2021 I believe

The more important policy, implemented in June of 2019, was to warn Mexico that if they continued to be a conduit for illegals then tariffs would be raised on Mexican products. Mexico complied. Of course, Biden immediately ended this policy.
