You do not have to be under arrest to be placed in cuffs.
You can be taken into custody without being arrested.

You have the right to be illegally detained until they can make something up to charge you with later, because that’s how it works now. Law and order. Now, innocent until proven guilty is reserved solely for those who can afford good legal representation.

I’ve literally had cops try to use this line on me. Hold on while we find something to charge you with. Um no, that isn’t how it works, you need to have a valid reason to stop me to begin with. Going fishing isn’t one.
