That is literally the basis of morality. Consensus by a group.

What is considered “moral” is different from culture to culture… and even within those cultures… morality changes over time.

What is considered moral may be by consensus of a group. That is not the same thing as what is moral being by consensus of a group.

That’s the social scale basically with different terms. Authoritarian is tyrannical and the far end of libertarian is anarchy.
