Could it be that many folks don’t follow the important issues of the day?
I’m sure those 12% see an increase in utilities, groceries, insurance, housing, education, and fuel.

The OP forgot to mention that 29% of participants view dissatisfaction of the government / poor leadership as the biggest concern. I’m sure it was just an oversight …
