It has everything to do with the WOC. They shuttered over 200 plants during Obama’s administration and those had to be replaced with gas plants to meet the new requirements.
It’s not like you can just flip a switch between the two fuel sources and it costs hundreds of millions of dollars to refit an existing plant. Once that investment is made they aren’t going to switch back because that would require building a new plant or another refit.
