You are being willfully obtuse.
The question wasn’t “would other things have been as effective as the mandates?”
The question was “Did the mandates have a positive affect?”
And the answer is yes.
and remember, at the time of the mandates, high quality masks were scarce. So your hypothetical alternative was impossible. In the absence of a high quality mask for everyone who needs one, low quality masks on EVERYONE is obviously a good choice because we know deaths and cases fell where that was enforced.
And what you also continue to ignore is, while the young and healthy don’t have much to fear from covid - particularly Omicron - they still can spread it to people who should be cautious. So if cases spike and deaths spike, a mandate for everyone to mask might be warranted again. Because that is a better level of community protection than just those trying to to get the virus masking.
