What we need is some equity.
I don’t believe that would be the case. I do see a real issue here. An athletic biological male who really does identify as a woman. They go through the sex change and at some point want to pursue competitive sports. What are their options?
Currently there really aren’t any viable options. My argument is that it wouldn’t be fair to biological females for them to be able to compete in a woman’s sport.

Is there a scientific requirement that would deny someone who has a philosophical desire to become a woman? In other words, is there a law that would ban someone from this type of procedure?

What you are missing are the statistics regarding those second and third tier athletes that never make it to the top. Those very second and third tier male athletes could very well make it to the top of a woman’s sport.

First of all, ask yourself how high the odds are that someone just “wants to become a woman” for whatever reason. This is the same type of argument people used against homosexuals back in the day…that if we “normalized homosexual behavior”, there’d be loads of people who would suddenly want to “convert”.
Second of all, one has to undergo a substantial amount of psychological and medical evaluation before one is allowed to even begin hormone treatments, let alone get a sex change operation. The barriers in place to doing this are high.
I’m not making an argument either in support of or against trans’ competing in women’s sports BTW.
Just that the argument that they would “dominate female sports” and therefore “natural born women” would no longer be able to compete is hyperbole.

Ask yourself WHY we “talk about these cases frequently”.
Hint…it has to do with an agenda as opposed to the sheer percentage of times it’s happening.
And second/third tier male athletes are not going to flock to become women just so they can be stars in sports.

This is what I see.
There are a handful of incidents that are amplified for the culture war and to disparage transgender people as a whole.
This is used not as a thoughtful examination of how our society can accommodate the minority of those who have gender dysphoria but instead to use it as a political tool to harken back to the time when America was great and we didn’t have to think about this stuff.
