They can’t. Executive Orders can only be used to redirect existing appropriations and only within the written intent of the law.

You mean like $3.8 Billion that was appropriated by Congress for the Department of Defense and transferred to the Department of Homeland Security to build a border wall the Congress did not appropriate funds for and that FPOTUS#45 authorized through an Executive Order to move anyway?

With the exception of things like admission fees to National Parks and the Smithsonian, a shutdown has no real affect on revenue - everyone still has to pay their taxes, etc.

Perhaps he’s taking about direct revenue to the government, which I suppose might be true.

But I am speaking about lost revenue to the economy in general.

And a considerable portion of that is just gone.

The government workers who work with no pay, and therefore suspend some discretionary spending - dinners out, weekend away, movie nights, whatever it may be - that activity is gone. Once they start getting paid again and resume that spending they can’t go back in time and make up the dinners out. They just pick up where they left off.

That economic activity is just gone.

Of course there is some spending that is just delayed - like maybe buying a car…they will only buy one car every 5 years, or whatever, so the shut down might compel them to wait, but the purchase will be made eventually, it’s just delayed…that economic activity happens, just later, which ironically leads to inflation. As pent up demand is unleashed all at once (as in after the pandemic) that puts pressure on supply. I doubt a ■■■■ down will last long enough for that to happen in any meaningful way, but just another irony of the MAGA republicans actions here.

Domestic spending is a closed system. Money not spent today on one particular thing is spent another day on something else. Any immediate affect on the economy caused by the so-called shut-down is temporary.
