Domestic spending is a closed system. Money not spent today on one particular thing is spent another day on something else. Any immediate affect on the economy caused by the so-called shut-down is temporary.

Ah, so Presidents can bypass Congress by EO and spend money in ways other than the way Congress designated.

Absolutely … As long as the reappropriation is consistent with the stated intent of the authorizing legislation, which was the case with the DoD funds used to construct the border wall.

nah, its the same deal as the debt ceiling. the spending is authorized but the GOP refuses to pay actual the bills that are owed…basically the GOP are deadbeat dads who refuse to do their one job because its too hard so they go on vacations
