Umm no, the dossier was being shopped all around Washington long before he won.
After the release of the Mueller report, we now know that the Trump campaign was eyeballs deep in Russian contacts and that they were seeking to work with them but failed.
At the time of the election, the IC saw that the Trump campaign was eyeballs deep in Russians and saw indications that they were willing to to work with them. They also knew that at the time there was a concerted effort by the Russian Government to effect the US election.
Given that knowledge… one would now have to argue to argue that it was wrong for the IC to look into that situation and determine what was going on.
