Just how did the Steele Dossier or Crossfire Hurricane interfere in the election?

Is the Steele Dossier an illegal document? In that it’s very existence is an illegal act?

Was Crossfire Hurricane… a counter intelligence operation that culminated in several investigations and showed extensive attempts at interference in the election by a hostile foreign power and the welcoming of that interference by a major political campaign predicated on punishing MAGA?

Seeing as how none of these things were known before Election Day 2016… explain how they interfered with the election.
