I am sure there is some way to audit their time, their timesheet etc.
Once a person has been arrested on fraud charges there is all sorts of investgating the can do. (Just ask Donald Trump)
Out local mayor just got a big pile of charges and convictions for doing that.
Claimed to be a ful-time mayor. filled out timesheets saying he worked 40 hours. Did not work it all but held an outside job. Got a slew of fraud and related criminal charges, plus tax fraud and mail fraud etc…
Looks like he pled guilty on everything in exchange for concurrent sentences (3 years in prison.) Of course he’s a Republican. I am not sure if the same laws hold for Democrats.
Absolutely they should take whatever steps they deem is necessary but its on the government as the employer to prove it not the employee not to prove it.
Hmmm, maybe he will hit is 5-10% employee resignation goal.
At least, for the folks who have employable skills
8 months pay,
keep your pension,
avoid a fraud investigation (and possible conviction)

.
Or return to office and begin with an audit of how you spent your time.
