clearly the Russian government has involvement in this, was it their intention to shoot down a passenger jet? doubtful but that is what happened.
we have evidence of the launcher being moved across the border by Russian military personal from the 53rd Anti-Aircraft Missile Brigade into Ukraine and was moved back into Russia after the passenger Jet was shot down.

I’m curious, what’s your further point? That Trump was advancing US national interest by calling into question Putin’s culpability in public, before an international audience?
