I no longer see any value in rights talk. One should be allowed to choose their own profession, and they should be able to do all three things you list while simultaneously having to follow health and safety laws. I sense no conflict/tension between the two anymore than I feel a tension between free speech and laws against vandalism.

Many “health and safety laws” are written in such a way as to eliminate small business competition.

If I open a gym in my garage and you voluntarily join it, who are the “health and safety laws” protecting?
