Your article says as of 2010 census there are 12 residents. BUT only 5 voted.
As of 2010 the census listed twelve residents of the entire township. Five residents voted early Tuesday morning, and all of them cast ballots for a Biden presidency,
So if all 12 residents are registered voters, 7 didn’t vote.

On a related note, the town is dying off evidently.
38 total votes cast in 1988. Steadily declining to 5 total votes cast this year.
At this rate, they may not have any voters in 2024.

I noticed OP didn’t mention the “Other” town “Millsfield” that voted.
I wonder why? 
21 turned out and Trump won…16 to 5.
So taking those two towns Trump won 16 to 10.
