my experience with the ATF.
I used to fly large model rockets. 10-12 feet tall and would go a mile into the air.
the ATF decided that they were going to regulate the rocket engines we used as explosive devices. I had to have a low explosive user permit in order to keep the engines. model rocket engines uses a letter code for their power,each letter is twice a powerful as the letter below.
under ATF rules i could keep 100 G engines in a box under my bed but if i had 1 H engine it had to be stored in a special storage box and i needed a permit for it.
This was despite the law specifically excluding the ATF from regulating propellant actuated devices which is pretty much the definition of a rocket engine.
The model rocket organizations had to fight a long expensive battle with the ATF to overturn their regulations
