Where did you say that? You will have to link to some law limiting velocity of paint all guns. Ranges limit the velocity. The casing on the ball limits the velocity also.

Yes it is the standard. There might be a local requlation restricting the speed on local ranges and yes that is pretty standard, but there is no law on speed one can be except physics.
