When a hospital decides how many ICU beds to have, they look at the expected range of demand. Low side, high side and expected. Then they look at profitability of that range to make a decision how many to construct.

So let’s say they have 30 beds. Normally, they expect 20 to be filled at any given time for various ailments pre-Covid. This latest round of Covid has them at 28-30 on a fairly continual basis.

Now if you want to play games and pretend Covid isn’t the cause of them running out of beds, you certainly are free to say that. But you haven’t provided any alternate explanation and certainly not provided any evidence.
