Agreed. If the deferred money actually ends up in take home pay it will be difficult to collect without consequence. There is a wide spectrum of how this may play out depending on how employers elect to implement withholding.
As a practical matter I don’t favor this action due to the the complications and uncertainties. The most significant being:
My employer would likely keep the matching 6% effectively reducing my compensation (note: since my benefit is based on contribution rates, I will realized the reduction as loss of retirement income)
Despite the implementation being a shared tax, this contribution is effectively part of my salary and a forgiveness should be directed to me. If the intention is to cut taxes on my employer then cut their taxes and do not reduce my compensation or perturb the compensation market of my trade.

I agree with your previous point by point analysis. Some of them (payroll tax) will not have much if any impact.
I get the impression, and that’s all it is, that the payroll tax is coming from some segment of business. Probably in the hope it will be forgiven.
