Well firstly, all 50 states require the MMR so that’s rather moot.

But…there are these things called forms. They have this title called Opt-Out. Maybe you’ve heard of it?

Parent’s sign one. School enrolls child. Life goes on.

For a medical exemption the form must be signed by a health official.

For a religious exemption the parent or guardian must submit an affidavit that: " The Code of Virginia allows a child an exemption from receiving immunizations required for school attendance if the student or the student’s parent/guardian submits an affidavit to the school’s admitting official stating that the administration of immunizing agents conflicts with the student’s religious tenets or practices."

I cannot speak for your state, but in mine, the parent cannot opt out of an individual vaccine, they can opt their child out of all vaccines based on a bonafide religious exemptions. That does not mean they get to pick and choose. A doctor can sign off on individual vaccines when medically contraindicated or by simply certifying that an individual vaccine has been administered (when in fact is has).

39-4802. Exemptions. (1) Any minor child whose parent or guardian has submitted to school officials a certificate signed by a physician licensed by the state board of medicine stating that the physical condition of the child is such that all or any of the required immunizations would endanger the life or health of the child shall be exempt from the provisions of this chapter.
