I’ve never seen so many medical experts on transmittable diseases as the posters complaining about what we should have done when because a graph tells them now everything they needed to know then.
And in the real world, the WHO was not declaring this a world health emergency at least as late as January 27. BTW, the WHO was opposed to closing off travel from China because of the damage it might do to the economy and the stigma it could cause.

Whereas our experts can look at a graph of what did happen and tell us they could tell from the statistics as to what would necessarily happen, the real experts were looking at a lot of factors concerning the incubation period and nature of the disease and did not know what might happen at that time.
For what was really known at the time, its best to look at what the real experts were looking at and considering at the time, not what our current graph readers can look at what did happen and now tell us they could have predicted it, though they did no such thing at the time.
