A President is simply the comforter in chief. The federal and state bureaucracies, along with the private sector, carry the burden to handle the crises.
So from where I sit, Trump should get neither the credit nor the blame, no matter what happens.
Of course that’s not how things are supposed to work in Washington. The PC thing to do is for the sitting President to quietly accept any and all blame manufactered by the opposing side no matter what. But then again, we already know that Trump is anything but PC.
So there you go! 
An elderly lady down the block was rushed to the hospital. I’m not a doctor but it looked like she was in respiratory distress.
Our local neighborhood, and all neighborhoods in Italy, are looking after the elderly. Local grocery chains are delivering to the elderly for free, forgoing payment, making sure everyone is okay. The simplest things you take for granted are now an obstacle.
Supply chain disruptions could start to aggregate in the next two weeks.
Try working at a college while on multiple high school email chains. 
An abundance of committees and PhD this and that’s all pumping out information at break neck speed. I can’t believe how fast this happened.

It’s not manufactured…and yes if the a President is going to take credit for good things that happen that he doesn’t control, he takes the rap for the bad things that happen on his watch.
But in this case because Trump mixed in politics where it shouldn’t have been (i.e. keep the number count low, talk this down so the economy doesn’t suffer) he actually shares some of the blame with his slow bureaucracy.
Trump failed to have an effective travel ban:
There were more than a dozen loopholes in the China travel ban.
People getting off planes who were supposed to be tested are reporting they were not
Trump delayed addressing the problems with diagnostic kits:
He kept insisting the problem was on the verge of disappearing
He claimed concerns about the virus were a Democratic hoax
Trump repeatedly lied about the availability of testing
Trump raised utterly false hopes about the availability of a vaccine and a cure.
Trump refuses to model the behaviors that medical experts say are essential to reducing the speed with which the virus spreads. Even today: sharing a mike; shaking hands and so on.
He clearly favors his rosy interpretation of events over the experts. He is not supposed to be a seer; he is supposed to seek out AND LISTEN the best experts in the field rather than claiming he has some sort of natural gift for figuring this out… which he clearly does not have.
