I think that is a state by state thing. The courses are closed in PA but I have friends in SC who are still playing.

I think it all depends on the state. Some states are allowing them to remain open. Some are not. I don’t think it’s a federal thing.

Our local course is open. You can only pay online. They limit to 1 person per cart (2 if you live in the same house and are related). They have put risers in the holes (so you don’t lean in and put your entire hand in the hole), and you can’t remove the flag from the hole. The number in your golfing group can not be more than 5, and there must be one hole sepperation between golfing groups. They have removed the rakes from the sand (employee’s go around a couple times a day and rake them). I can’t remember all the restrictions they were mentioning.
