Official policy of the Trump adminstration was to fund needle exchange programs.
What you want to do is keep the addict addicted. Every addict has to hit a bottom so low even they can’t stand it. They will never hit that low with people like you. All they will find is death.

So let us try to see that they don’t get HIV or Hepatitis on the way down.
Jail is sometimes the low that turns an addict to the group that can show them the path to recovery.
I see this is all about cost to you and not saving lives.

Addiction recovery programs are way cheaper than jail. And a lot less dangeerous.
Every person who makes life easier for an addict is helping them kill themselves.
Maybe you need to leave the addict to the groups that actually help them recover. Because all you are doing is making it easier for the addict to continue killing themselves.
Extending their life and their addiction also extends the damage they do to society… crime, welfare, psychotic behavior.

I support safe injection sites. Others don’t. I am into harm reduction at the lowest cost… but that is just me.
But I get why we have to go there in a thread that was started as an OMG BIDEN IS GIVING OUT CRACK PIPES when that is only part of a small fund whose use is about decreasing disease transmission using programs that give clean paraphanalia to addicts… and it is something that literally everyone… including Conservatives understand that it works.
But that has to be thrown out… because the headline

The policy position, stated by Health and Human Services Secretary Alex Azar at the National HIV Prevention Conference in Atlanta, is in line with actions the administration has taken in the past. In February, the Department of Justice sued a nonprofit in Philadelphia that planned to build a supervised injection site, even though it wasn’t using government funding.
