The people of Mexico aren’t allowing it.
Transferring the problem to Mexico would be nice, if you aren’t Mexican.

And if the solution of the US was to rush these migrants up to the Canadian border, I would fault the US for dumping on Canada. The difference is the US is in a position to do something about it.
BTW, this threat of a tariff is the policy that Trump instituted in June of 2019 to stop the flow through Mexico and that Biden reversed when he took office.

It would take a much smaller wall (at the south end of Mexico) than the one we have to build, if they wanted to stop the unfettered migration through Mexico. So Mexico has a way to address the problem they’ve been turning a blind eye to.

Substantial amounts of funds flow into the Mexican economy from the drug trafficking and the human trafficking. No Mexican president will give more than lip service to anything that will hurt that flow into Mexico.
