20133. Determination of Drop-off Locations and Number of Drop Boxes.
- Drop-off locations shall be determined by the county elections official. In determining locations, the elections official shall, at a minimum, consider concentrations of population, geographic areas, voter convenience, proximity to public transportation, community-based locations, security, and available funding.
- Staffed drop box locations may include, but are not limited to, city offices, public libraries, county offices, assisted living facilities, local businesses, and offices of community organizations.
- The number of drop-off locations and drop boxes shall be determined by the county elections official.

That law applies to the election commission, not ballot harvesting, which is legal in California.
They didnât ballot harvest, which has specific requirements.
They installed illegal drop boxes and labeled them as âOfficialâ.

Section 3017 as amended reads âHowever, a vote by mail voter who is unable to return the ballot may designate any person to return the ballot to the elections officialâŚâ yada, yada, yada.
The California GOP was sent a cease and dist order by the CalSec State and changed their procedures to end illegal drop boxes and more to comply with designated deliver provisions.

I didnât even know there was a California GOP.
They were indoors. Churches, etc. ballot harvesting.
They are still using the boxes.
Theyâre still using them.
Inside the church grounds.
They changed the procedures to comply with the designated collection vs. drop box. Since receiving the cease and desist order from the CalSecState, they have move them inside and now they will be attended.
