My point in all of this is to say I believe that until the risks can be mitigated greatly. It is my believe that we should not throw federal aid and insurance money to simply rebuild in the same fire prone areas, flood plains, and hurricane areas. Libruls complained when it was suggested to not rebuild the 9th ward in NOLA. I believe that it should not be rebuilt…as its just gonna happen again. Then we throw money at it again. And again and again.

Good for you. See…you agree. All I’m saying is that as much as possible California…dont rebuild. The government can one time pay for the land instead of many times giving millions for fire fighting. Look…i know this is unpopular…but inlet tired of seeing the government and insurance companies pay over and over and over in the same communities. I’d say the same thing about Houston. Stop building deeper into a coastal flood plaine and stop building around a bayou. 2 to be exact. North Carolina…stop building and rebuilding on the outer banks.

Houston is built on a flood plain, and you forgot tornadoes. If people do what you suggest, where is there left to live? Don’t forget the thousands of earthquake faults in California. No rebuilding? hahaha

Tornados don’t fit into my equation because they can happen virtually anywhere. However we have a hundred plus year history or Houston having catastrophic flooding since its founding. I had a chance to buy a great piece of land locally about 20 years ago. I found that it was in a hundred year flood plain. 4 years later we had one of those hundred year floods and the businesses that eventually were built there. were completely ruined. And it has happened one other time since then. My environmental management professor taught me one thing…NEVER BUILD IN A FLOOD PLAIN. I know 100 plus years ago they didn’t know better in Houston…but they had to know better than to expand the way they did. When I bought my house, I stood in the street and looked up and down, and found the house was on the highest spot on the street. Two blocks south my parents lived on one of the lowest spots in the neighborhood and they had to deal with flooded basements all the time. I have not. THis is why we can’t just develop all land that is vacant, as much land is flood plain or wet land or river valley…and all prone to flooding. The only place I ever question about building with regard to Tornados is the infamous Tornado Alley…where there was a definite consistency reported over many decades. Maybe that strip of the midwest should not not have been developed so much.

Tornados also don’t fit into this as they are largely predictable and give people large opportunity for early warning. I mean how many times in the past couple of years have we seen the meteorologists predict tornado outbreaks and call the outbreak imminent. As it’s going to happen and here’s where…and then it does. Very rarely do you have a Tornado take out 6 or 7 thousand structures.

I think they are doing the right thing in New Orleans by not rebuilding the lower 9th ward. I mean they aren’t doing it for environmental protections, but because there isn’t enough money to rebuild. That area is below the level of the river on one side, shipping canal on another. I remember my cousins lived in NOLA as kids, and they had levee’s by their house. I remember walking to the top of one and seeing river on the other side and thinking…the water level is above the street. That’s weird…

At least now…if the 9th ward isn’t rebuilt, it acts as a buffer, a place that can fill up if necessary and be pumped out later. Leave it. I know that sounds harsh…but just leave it.
