“To enforce its rule, Ms. Randolph said California would fine automakers up to $20,000 for every car that falls short of production targets. The state also could propose new amendments revising the sales targets if the market doesn’t react as state leaders hope, said Jennifer Gress, who leads the California air board’s sustainable transportation division.”

Sounds like the situation is in flex and not yet codified.

That said, I still say its dishonest to claim the intention of this is to hurt people. I think that’s similar to saying that environmental protection laws are designed to hurt people because factories might raise their prices to cover the additional cost of meeting regulations.

In 3 years if not enough people buy expensive EVs (which CA is not providing any incentives to do so) and manufacturers sell too many gas vehicles, they’ll be hit with millions of dollars of fines at a minimum. I’d hope they’d pull up stakes and get the hell out of CA.

You are right. In ten years, China will probably have a complete monopoly on the mineral resources required to manufacture “green” technology.

Based on how things have been going, it seem very likely that EVs will replace ICE vehicles in time.

Remove the fat fingers and see what hapoens.
