I’m thinking they’d succeed if they chose more “known” criminals but maybe that part doesn’t really matter.

Maybe it’s enough that he has learned there’s a wide swath of people who will accept people being imprisoned without due process as long as it’s happening to people they marginalize in their minds already.

I will say they absolutely chose an offshore prison so that they could claim they were powerless to bring people back from there should the courts intervene. That part to put people beyond the writ of the courts was absolutely by design.
