It really is. If you put your pistol on display for everyone, any armed goon is free to steal it and there’s nothing you can do about it.

Then you don’t know Cons. That Ordnance, by the way, was symbolic … they never tried to enforce it. Their entire motive was to send a message to those who thought they might move the town Council in the other direction.
