The man did not say the bolded part, nor even came close to eluding to that at all.
I think they are both right. The SAVE ACT is meant to suppress voters and minorities would be a group disproportionally affected and minorities can easily get IDs if they need to.
You believe it because your cult tells you to. They both can’t be right. It’s a fundamental difference. You want to explain how getting an ID is too difficult for blacks? Oh, and how about some examples of blacks telling us why they can’t get an ID rather than having elite white libs speak for them? You are smart enough to get an ID but your black neighbors are not? Now it’s time to cut the crap. All Red states already require an ID. Yet everyone seems to be able to vote. How is that possible?

Sure they can. The SAVE ACT is an overt political attempt to limit voting dressed up in election security. When in fact, in person voter fraud, which the SAVE ACT proports to eliminate, very rarely ever happens. Voter ID laws like the SAVE ACT are a heavy handed attempt to solve a minuscule problem that will ultimately cause more problems than it tries to solve. And one of those problems is voter suppression.
As I’ve argued in the past, not having an ID is not a rampant problem … nor is obtaining an ID a rampant problem. But when laws are passed that require you to do something (in this case obtain a current ID), there are going to be groups that are disproportionally affected when trying to meet those new standards that are required by law. Those groups include the elderly, people with disabilities, students, people in rural communities, ethnic minorities, and low-income individuals. Each group have their own reasons why it’s difficult to obtain a current ID, whether that be lack of source documents, cost, transportation barriers, mobility/health issues, or bureaucratic complexity.
The act of obtaining an ID is not difficult. But depending on your situation, there are compounding circumstances that could make it harder for you to obtain one. And those circumstances does not include being too stupid.

There could be multiple reasons why minorities would have a harder time. Documentation issues, geographic and logistical barriers, financial costs, residential instability, and the digital divide. A lot of these issues effect other groups too, like the poor, elderly, and individuals in rural communities.
