The problem isn’t intelligence or even wisdom, but intelligence and wisdom applied to advance exceedingly stupid ideals and ideologies.
Some years ago I sketched out the basics behind a Richer Scale like “Stupid Scale” where each tick of the scale represented a dramatic increase in the ability of the Stupid to harm themselves and those around them.
Past about 5 or 6 on that scale the limits of low IQ Stupid has been reached because of the inherent limits to how much ability low IQ people can attain on their own to have enough power or influence to cause greater harm.
To cause greater harm and attain higher levels of Stupid required high IQ, high civilization and ever higher levels of technology. These are often in the form of an ideological sort of Stupid … both Marxism and Cultural Marxism and all built on them qualifies some to the very limits of what kind of Stupid mankind can now attain.
The absolute limit of Stupidity is high IQ Stupid that threatens all life, maybe even the universe itself, and is a Class 10 Stupid. Obviously beyond human power to attain.
A Class 9 Stupid is sufficient to threaten the survival of hypothetical galactic civilizations all the way down to sub-galactic ones. Likewise beyond human power to attain.
A Class 8 Stupid is sufficient to bring about the end of any technological civilization that is still constrained to its home solar system … with a mid range of about 8.4 to 8.6 being the absolute limit of Stupidity mankind now has the wherewithal to achieve. Basically a threat to the species itself, but only on one world.
Class 7 Stupids threaten civilizations, nations, peoples.
And so forth.

You’ve clearly defined multiple levels of the “Special Kind of Stupid”!
A further opinion:
Rioting and looting in your community, destroying businesses you and your neighbors depend on for places to work and get stuff and services, should be in the mid Class 5 to low Class 6 Stupid range. If government doesn’t oppose this, or even encourages it, greater Stupid in the society can be attained.
An artifact of this scale were it fully fleshed out would happen among small groups of total evil rat bastards who riot and loot in someone else’s town who would be technically “less” Stupid … but only if others like them weren’t simultaneously attacking their town … and many other such places too. A nation of total evil rat bastards run amuck is a very, very Stupid place … even to Class 7.
Yes … Deliberate stupidity.
And to think, a great majority of these stupid people cast ballots. Many not only mail these ballots in but also show up at polls on Election Day to vote again knowing it’s illegal!
