Not sure what that means. They know how to write so as not to get sued for innuendo. Every article on this particular subject includes some version of “if proven true”.

It may very well turn out to be true but right now all it does is seem.
You know if theeey saw these hundreds of emails. Just one of them showing corruption would blow the whole thing wide open.
